SUMMARY:
In response to the request from the Subcommittee on State Aid at the February meeting, I recommend discussion of the following topics:
1. Building Aid issues (Attachment A). To date discussions have focused primarily on operating aid and support for the basic educational program, although many topics under consideration have implications for school facilities and State Building Aid. Attachment A presents a staff analysis of issues related to State support for school construction and school facilities, and lists recommendations advanced in your proposal on State Aid to school districts for 2004-05.
2. Expense-Based Aids (Attachment B). At the February meeting, the Subcommittee chair asked for additional information on how the expense-based aids work. Information is provided on State Building Aid and Transportation Aid.
3. Findings from different studies on State Aid to school districts, compared with the Regents proposal: the Governor’s Commission on Education Reform, the Education Finance Research Consortium’s school finance symposium, and the New York Adequacy Study and Campaign for Fiscal Equity proposal. Materials will be mailed in March following the release of these studies.
