SUMMARY:
Terms for members of the State Professional
Standards and Practices Board for Teaching are set forth in Regents Rule 3.14.
Two members of the Standards Board resigned during the 2003-2004 year, creating
vacancies on the Board in the categories of Public Member and School
Administrator Member. The following individuals are recommended for appointment
to the unexpired terms, beginning July 1, 2004: R. Lloyd Jaeger (administrator
member) and Evelyn J. Rich (public member).
The application and selection process to fill
the additional positions that became vacant in June, due to the expiration of
members’ terms, will be conducted over the summer, and a recommendation will be
forwarded to the Regents for appointment in September. Short biographies of the
nominees and a list of current Board members are
attached.
VOTED: That R. Lloyd Jaeger (administrator
member) be appointed to an unexpired term beginning July 1, 2004 and ending June
30, 2006, and that Evelyn J. Rich (public member) be appointed to an unexpired
term beginning July 1, 2004 and ending June 30,
2005.

Jaeger was appointed to the position of deputy superintendent for K-12
curriculum and instruction in the Wappingers Central School District in January
of this year. Prior to this appointment, Dr. Jaeger served as assistant
superintendent for instruction and later as deputy superintendent of schools in
the Beacon City School District. His total administrative experience spans more
than 20 years, and includes service at Dutchess County BOCES and Hyde Park
Central School. He has also served as an adjunct/associate professor in
educational technology at C.W. Post Campus of Long Island University and
director an educational consulting firm. Dr. Jaeger began his career in
education as a social studies teacher and department chair in the Ramapo Central
School District.
Dr.
Jaeger has served on the board of directors of the National Urban Alliance and
as a consultant to the State Education Department. He received the Mid-Hudson
School Study Council’s Award for Excellence in Administration, the National
PTA’s Honorary Lifetime Membership for distinguished service to youth, the
L.I.F.E. Award from Literacy Volunteers of America, and an Award for Leadership
in Arts-in-Education from the Bardavon Opera House. He is active in numerous
other regional and statewide educational, business, and arts
organizations.
Dr.
Jaeger has a B.A. in History from Amherst College; and an M.A. in Educational
Administration, Ed.M. in Organizational Leadership, Curriculum, and Teaching,
and Ed.D. from Teachers College of Columbia University.
Evelyn
J. Rich

Evelyn J. Rich is founder and president of
Rich Solutions, an educational consulting firm working with K-12 schools, as well as
executive director of the Shelley & Donald Rubin Foundation. Dr. Rich’s
career in education includes serving as associate dean for seven years in the
Division of Programs in Education at Hunter College, five years as a high school
principal, and ten years’ classroom teaching experience. Also, she is the former
publisher of "Careers and Colleges,” a national magazine for high school
students.
Dr. Rich's professional activities include service on several boards, including the New York Coalition of 100 Black Women and the National Association on Drug Abuse Problems. She serves as secretary of Americans for Democratic Action; chairs Lincoln House Outreach; and is active in the African Studies Association, Educational Priorities Panel, and the National Alliance of Black School Educators. Dr. Rich previously served on the State Professional Standards and Practices Board for Teaching, from its inception in 1999 to 2001.
Dr. Rich has an A.B. in
Political Science from Bryn Mawr College, an M.A in Social Studies from Hunter
College of the City University of New York, a Careers in Business certificate
from New York University Graduate School of Business, and a Ph.D. in African
History and Education from Columbia University.
