Report of Regents P-12 Education Committee to The Board of Regents

The P-12 Education Committee held its scheduled meeting on September 9, 2024. All members were present except for Regent Wade S. Norwood and Regent James E. Cottrell who were excused. Regent Roger P. Catania participated by video. Chancellor Lester W. Young, Jr., Regent Luis O. Reyes, Regent Susan W. Mittler, Regent Adrian I. Hale, Regent Hasoni L. Pratts, and Regent Patrick A. Mannion also attended the meeting but did not vote on the action item.

ACTION ITEM

Proposed Addition of Part 124 and Subpart 124-2 to Subchapter E of the Regulations of the Commissioner of Education Relating to Regionalization Plans [P12 (A) 1] - REVISED - Department staff presented a proposed regulatory amendment for adoption as an emergency rule to require each component district in a supervisory district to collaborate with the District Superintendent to develop and implement a regionalization plan every ten years that is designed to improve student opportunities and operational efficiencies through shared resources, leading to 37 regionalization plans in the state.

The Committee recommends that the Board of Regents finds that Part 124 and Subpart 124-2 of Subchapter E of the Regulations of the Commissioner of Education be added, as submitted, effective September 10, 2024, as an emergency rule upon a finding by the Board of Regents that such action is necessary for the preservation of the general welfare to ensure component school districts in each supervisory district timely begin the regionalization planning process in an effort to provide students with equitable access to educational opportunities and address operational efficiencies.

The motion passed unanimously.

MOTION FOR ACTION BY FULL BOARD

The P12 Education Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee’s deliberations at its meeting on September 10, 2024, copies of which have been distributed to each Regent.

MATTERS NOT REQUIRING BOARD ACTION

Update on the Seal of Biliteracy and Indigenous Languages - Department Staff presented an update on the Seal of Biliteracy and Indigenous language program supports. The presentation included a video message from the following 2024 Seal recipients: Olivia Perretto, White Plains CSD; Thomas Willis, Cicero-North Syracuse CSD; Helena Kottman, Haldane CSD, and Timothy Williams, Silver Creek CSD.

Deputy Commissioner Angelique Johnson-Dingle reviewed the items on the Consent Agenda.
