Madam Chancellor and Colleagues: Your Higher Education Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee’s deliberations at its meeting on September 18, 2018, copies of which have been distributed to each member of the Board of Regents.
Matters Not Requiring Board Action:
Proposed Amendment to Sections 52.21, 57.2, 75.8, 80.1, 80.2, 80.3, 80.5, 80.6, 90.18, 100.2, 100.13, 100.15, 100.17, 100.19, 151-1, 154-2, and 200.2 of the Regulations of the Commissioner of Education and 30-1, 30-2 and 30-3 of the Rules of the Board of Regents Relating to Professional Development Plans and Other Related Requirements for School Districts and BOCES
Your Committee discussed proposed amendments to the Commissioner’s Regulations and the Rules of the Board of Regents relating to professional development requirements for school districts and BOCES. It is anticipated that, following the 60-day public comment period required under the State Administrative Procedure Act, the proposed amendments will be presented to the Board for adoption at is January 2019 meeting. Proposed Amendments to Section 80-3.7 of the Regulations of the Commissioner of Education Relating to the Initial Certificate Requirements for Individuals Who Have a Graduate Degree and Two Years of Postsecondary Teaching Experience in the Area of the Certificate Sought or a Closely Related Area
Your Committee discussed proposed amendments to the Commissioner’s Regulations relating to allowing candidates who have a graduate degree and two years of postsecondary teaching experience in the certificate area sought or a closely related area to earn the Initial certificate through individual evaluation. It is anticipated that, following the 60-day public comment period required under the State Administrative Procedure Act, the proposed amendments will be presented to the Board for adoption at is January 2019 meeting. Proposed Amendments to Sections 52.21 and 80-3.10 of the Regulations of the Commissioner of Education Relating to the Pilot P-20 Partnerships for Principal Preparation Program
Your Committee discussed proposed amendments to the Commissioner’s Regulations and the Rules of the Board of Regents relating to the establishment of pilot partnerships between eligible public school districts, institutions of higher education, and other organizations with experience supporting, developing and training leaders, to improve the preparation of school building leaders. It is anticipated that, following the 60-day public comment period required under the State Administrative Procedure Act, the proposed amendments will be presented to the Board for adoption at is January 2019 meeting. Matters Requiring Board Action:
Substantive Change to Scope of Institutional Accreditation – Holy Trinity Orthodox Seminary. Your Committee discussed a substantive change to the institutional accreditation for Holy Trinity Orthodox Seminary to include the Master of Divinity (M.Div.) program in Theology. The program was approved by the Regents in April 2018. The substantive change was approved by the Board and the institution was granted authority to award degrees at the master’s level. HE (A) 1

Proposed Amendment to Section 80-1.5 of the Commissioner’s Regulations Relating to the Reinstatement of the Educational Technology Specialist Content Specialty Test Safety Net for Candidates Seeking Education Technology Specialist Certification

Fei Tian College, Middletown: Master Plan Amendment to offer Bachelor of Science (B.S.) degree programs in Biomedical Science and in Data Science
The Board of Regents approved an amendment to the master plan of Fei Tian College to grant the Bachelor of Science degree at its branch campus in Middletown, New York. This amendment will be effective until September 18, 2019, unless the degree programs are registered prior to that date, in which case master plan amendment shall be without term. BR (CA) 7
Daemen College: Master Plan Amendment to Establish a Branch Campus in Brooklyn, New York
The Board of Regents approved an amendment to the master plan of Daemen College to establish a branch campus in Brooklyn, New York and authorized the College to award the Master of Science (M.S.) degree at the branch campus. This amendment will be effective until September 17, 2019, unless the Department registers the branch campus and its related programs prior to that date, in which case master plan amendment shall be without term. Laboratory Institute of Merchandising (DBA LIM College): Regents Authorization to award the Master of Science (M.S.) Degree
The Board of Regents authorized Laboratory Institute of Merchandising (DBA LIM College) to award the Master of Science (M.S.) degree on students who successfully complete registered programs a LIM College effective September 18, 2018. BR (CA) 3
Conferral of Degrees: Dowling College, Elim Bible Institute and College, and Elyon College
The Board of Regents approved the conferral of the respective degrees upon listed individuals who have completed the requirements for registered degree programs at Dowling College, Elim Bible Institute and College, and Elyon College.
