The Higher Education Committee held its scheduled meeting on October 7, 2024. All members were present except Regent Wade S. Norwood and Regent Catherine Collins who were excused. Regent Seema Rivera participated remotely. Regent Roger Tilles, Regent Christine D. Cea, Regent Susan W. Mittler, Regent Shino Tanikawa and Regent Patrick A. Mannion also attended the meeting but did not vote on any action.
ACTION ITEMS
Update of Approved Ability-to-Benefit (ATB) Tests for Purposes of Eligibility for State Financial Aid [HE (A) 1] - Department staff presented proposed amendments to the current list of approved ATB tests.
The Committee recommends that the Board of Regents approve the updated list of federally approved ATB tests listed in Attachment A for eligibility for the Tuition Assistance Program (TAP) and other eligible State financial aid.
The motion passed unanimously.

Proposed Amendment of Sections 52.21, 80-1.1, 80-1.5, 80-3.3, 80-3.4, 80-3.5, 80-3.10, 80-3.11, 80-4.3, 80-5.6, 80-5.13, 80-5.14, 80-5.15, 80-5.18, and 80-5.28 of the Regulations of the Commissioner of Education Relating to Certification Examination Requirements and Waiver Options [HE (D) 1] - Department staff presented proposed regulatory amendments to allow candidates to meet the examination requirement for educator certification by passing one of the New York State Teacher Certification Examinations or another examination, as determined by the Department, that is developed for the purpose of educator certification, and to establish waiver options for the content knowledge certificate examination requirement for certain certificates.
