Report of Regents P-12 Education/Higher Education Joint Meeting Committee to The Board of Regents

Your P-12 Education and Higher Education Committees held their scheduled joint meeting on October 7th and 8th, 2019.  All members were present on both days.

MATTERS NOT REQUIRING BOARD ACTION

Proposed Adoption of Part 121 to the Regulations of the Commissioner Relating to Student Data Privacy and Security [P-12/HE(D)1] - Your Committees discussed adopting the proposed addition of Part 121 to the Commissioner’s regulations to implement Education Law §2-d relating to protecting personally identifiable information.

ACTION ITEMS

Amendment of Subparts 30-2 and 30-3 of the Rules of the Board of Regents Relating to Annual Professional Performance Reviews (APPR) of Classroom Teachers and Building Principals to Implement Chapter 59 of the Laws of 2019 [P-12/HE(A)1] - Your Committees recommended that the existing Subpart 30-2 be repealed, that the existing Subpart 30-3 be renumbered to Subpart 30-2, that the title of the new Subpart 30-2 and section 30-2.1 were amended, and addition of a new Subpart 30-3 of the Rules of the Board of Regents be added as an emergency action, effective October 8, 2019, upon a finding by the Board of Regents that such action is necessary for the preservation of the general welfare in order to timely implement the provisions of section 52-m of the Part YYY of Chapter 59 of the Laws of 2019 relating to a revised annual teacher and principal evaluation system.
