The Higher Education Committee held its scheduled meeting on July 15, 2024. Chancellor Lester W. Young, Jr. chaired the meeting. All members were present except Regent Catherine Collins, Regent Wade S. Norwood, and Regent James E. Cottrell, who were excused. Regent Roger Tilles, Regent Adrian I. Hale, Regent Hasoni L. Pratts, Regent Patrick A. Mannion and Regent Seema Rivera also attended the meeting but did not vote on any action.
ACTION ITEMS
Proposed Amendment of Section 80-5.27 of the Regulations of the Commissioner of Education Relating to Extending the Validity Period of Emergency COVID-19 Certificates [HE (A) 1] - Department staff presented a proposed regulatory amendment for adoption as an emergency rule to extend the validity period of COVID-19 certificates that expire on August 31, 2024 or January 31, 2025 by changing the expiration date of such certificates to August 31, 2025.
The Committee recommends that section 80-5.27 of the Regulations of the Commissioner of Education be amended, as submitted, effective July 16, 2024, as an emergency rule upon a finding by the Board of Regents that such action is necessary for the preservation of the general welfare, in order to immediately extend the expiration date of Emergency COVID-19 certificates that are set to expire during the 2024-25 school year to August 31, 2025 and address on-going staffing challenges due in part to disruptions from the COVID-19 crisis.
The motion passed unanimously.
Proposed Amendment of Section 80-5.3 of the Regulations of the Commissioner of Education Relating to Extending Flexibility for Incidental Teaching [HE (A) 2] - Department staff presented a proposed regulatory amendment for adoption as an emergency rule to extend the flexibility for incidental teaching where certified teachers can teach up to 10 classroom hours a week in a subject area not covered by their certificate through the 2024-25 school year.
The Committee recommends that section 80-5.3 of the Regulations of the Commissioner of Education be amended, as submitted, effective July 16, 2024, as an emergency rule upon a finding by the Board of Regents that such action is necessary for the preservation of the general welfare to continue allowing certified teachers to teach up to 10 classroom hours a week in a subject area not covered by their certificate for the 2024-2025 school year.
The motion passed unanimously.
