The Professional Practice Committee held its scheduled meeting on February 11, 2025. All members were present except for Regent Catherine Collins, who was excused. Chancellor Lester W. Young, Jr., Vice Chancellor Judith Chin, Regent Susan W. Mittler, Regent Aramina Vega Ferrer, Regent Shino Tanikawa, and Regent Seema Rivera, also attended the meeting, but did not vote on any action.
ACTION ITEMS
Professional Discipline Cases [PPC EXS (A) 1 – 3; 5 – 6]
The Committee recommends that the reports of the Regents Review Committees, including rulings, findings of fact, determinations as to guilt, and recommendations, by unanimous or majority vote, contained in those reports which have been distributed to you, be accepted in 6 cases. In addition, the Committee recommends, upon the recommendation of the Committee on the Professions, that 23 consent order applications and 12 surrender applications be granted, and further recommends that 2 summary suspension applications be granted.
These recommendations are made following the review of 43 cases involving eight registered professional nurses, seven certified public accountants, seven licensed practical nurses, five massage therapists, two licensed practical nurses who are also registered professional nurses, two speech-language pathologists, one dentist, one licensed master social worker, one licensed master social worker who is also a licensed clinical social worker, one licensed mental health counselor, one occupational therapist, one pharmacist, one professional engineer, one psychologist, and one public accountancy professional service corporation.
Restoration [PPC EXS (A) 4]
The Committee recommends, with Regent Mannion opposed, that the application of Ajaykumar I. Baman for the restoration of his license to practice as a dentist in New York State be granted.
Proposed Amendment of Section 64.7 of the Regulations of the Commissioner of Education Relating to the Execution by Registered Professional Nurses of Non-Patient Specific Orders to Provide Certain Emergency Medical Services and Administer Pregnancy Tests [PPC (A) 1]
Department staff presented for emergency action proposed amendments to the Commissioner’s Regulations to conform them to Chapter 520 of the Laws of 2024, which effective February 22, 2025, amends the Education Law to authorize registered professional nurses to execute a non-patient specific order and protocol, ordered or prescribed by a licensed physician assistant to provide certain emergency medical services and administer pregnancy tests.
The Committee recommends that section 64.7 of the Regulations of the Commissioner of Education be amended, as submitted, effective February 22, 2025, as an emergency action upon a finding by the Board of Regents that such action is necessary for the preservation of the public health and general welfare to timely conform the Commissioner’s regulations to implement the requirements of Chapter 520 of the Laws of 2024, which becomes effective February 22, 2025.
The motion passed unanimously.

The Professional Practice Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee's deliberations at its meeting on February 11, 2025, copies of which have been distributed to each Regent.
