Your Higher Education Committee held its scheduled meeting on April 11, 2022. All members of the Committee were present, with the exception of Regent Cottrell and Regent Collins, who were absent and excused.

MOTION FOR ACTION BY FULL BOARD
Chancellor and Colleagues: Your Higher Education Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee’s deliberations at its meeting on April 11, 2022, copies of which have been distributed to each member of the Board of Regents.
Matters Not Requiring Board Action:
Proposed Amendments to Sections 52.21 and 80-5.24 of the Regulations of the Commissioner of Education Relating to Establishing Registration Requirements for Residency Programs and Revising Residency Certificate Requirements - Your Committee discussed proposed amendments to the Commissioner’s Regulations relating to establishing registration requirements for teacher preparation programs that include a residency and revising the Residency certificate requirements such that candidates who are enrolled in a registered residency program would be eligible for the certificate. It is anticipated that the proposed amendment will be presented to the Board for adoption at is July 2022 meeting. HE (D) 1
Consent Agenda
The Board of Regents acted on the following consent agenda items at the March 2022 meeting.
- Extension of Provisional Degree-Granting Authority: New York Automotive and Diesel Institute, Glasgow Caledonian New York College, and City Seminary of New York Graduate Center. The Board of Regents voted to extend New York Automotive and Diesel Institute’s provisional authorization to confer the Associate of Occupational Science (A.O.S.) degree through May 31, 2027; Glasgow Caledonian New York College’s provisional authorization to offer programs within the discipline of business that lead to a Master of Science (M.S.) degree through June 30, 2027; and City Seminary of New York Graduate Center’s provisional authorization to offer programs that lead to a Master of Arts (M.A.) degree through July 31, 2027. - Proposed Amendment to Sections 52.21 and 80-3.7 of the Regulations of the Commissioner of Education Relating to the General Education Core in the Liberal Arts and Sciences Requirement for Registered Teacher Preparation Programs and the Individual Evaluation Pathway to Teacher Certification. The Board of Regents voted to adopt the proposed amendment, as submitted, effective April 27, 2022. BR (CA) 2
- Proposed Amendment to Section 80-1.8 of the Regulations of the Commissioner of Education Relating to the Requirements for the Reissuance of an Initial Certificate. The Board of Regents voted to adopt the proposed amendment, as submitted, effective April 27, 2022. BR (CA) 3
- Teacher’s Retirement System (TRS) Appointments. The Board of Regents approved the reappointment of Ruth Mahoney to the NYS Teacher’s Retirement System Board for an additional three-year term commencing May 1, 2022 and expiring May 1, 2025; and approved the reappointments of Jennifer Longtin and Christopher Morin to the NYS Teachers’ Retirement System Board for a three-year term commencing June 30, 2022 and expiring June 30, 2025. - Master Plan Amendment – The Board of Regents voted to approve the Master Plan Amendment to authorize St. Lawrence University to offer its first program in the Health Professions discipline area, Bachelor of Arts (B.A.) in Public Health, and voted to approve the Master Plan Amendment to authorize Rochester Institute of Technology to offer its first doctoral program in the Social Sciences discipline area, Doctor of Philosophy (Ph.D) in Cognitive Science. - Proposed Amendment to Sections 52.21, 80-1.5, 80-3.3, 80-3.4, 80-5.8, and 80-5.17 of the Regulations of the Commissioner of Education Relating to the Teacher Performance Assessment Requirement for Certification and Establishing a Teacher Performance Assessment Requirement for Registered Teacher Preparation Programs. The Board of Regents voted to adopt the proposed amendment, as submitted, effective April 27, 2022. BR (CA) 6
