Report of Regents Professional Practice Committee to The Board of Regents
Your Professional Practice Committee held its scheduled meeting on October 18, 2021. All members were present except Regent Catherine Collins. Chancellor Lester W. Young, Jr., Regent Kathleen M. Cashin, Regent Beverly L. Ouderkirk, Regent Nan Eileen Mead, and Regent Luis O. Reyes also attended the meeting, but did not vote on any case or action.

Professional Discipline Cases
Your Committee recommends, upon the recommendation of the Committee on the Professions, that 36 consent order applications and 3 surrender applications be granted, with six members of the committee voting acceptance of the consent application in the cases of Kim M. Redden, L.P.N., Calendar No. 32547 and Lawrence Jay Ringer, C.P.A., Calendar No. 32592 and with Regent Ruth B. Turner voting in opposition to the application in said cases. [PPC EXS (A) 2]
These recommendations are made following the review of 39 cases involving eight registered professional nurses, five licensed practical nurses, four architects, four professional engineers, three certified public accountants, two dentists, two licensed master social workers, two massage therapists, one certified dietitian-nutritionist, one dental hygienist, one licensed practical nurse who is also a registered professional nurse who is also a nurse practitioner (Family Health), one pharmacy, one podiatrist, one professional engineering professional corporation, and one veterinarian.
Restorations
Your Committee recommends the following:
That the application of Yveanne Abernathy for the restoration of her license to practice as a Registered Professional Nurse in New York State be granted. [PPC EXS (A) 4]
That the application of Martin S. Nowak for the restoration of his license to practice as a Certified Public Accountant in New York State be denied. [PPC EXS (A) 5]

Chancellor and Colleagues: Your Professional Practice Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee's deliberations at its meeting on October 18, 2021, copies of which have been distributed to each Regent.

Proposed Amendment to Section 64.7 of the Regulations of the Commissioner of Education Relating to the Execution by Registered Professional Nurses of Non-Patient Specific Orders to Administer COVID Immunizations (Emergency Action)
The proposed amendment to the Commissioner’s regulations would allow a registered professional nurse to administer COVID-19 immunizations pursuant to a non-patient specific order issued by a licensed physician or a certified nurse practitioner; require that the COVID-19 immunizations be fully approved or authorized for emergency use by the federal Food and Drug Administration (FDA) to immunize persons against COVID-19; and require that the COVID-19 immunizations are administered in accordance with applicable FDA requirements and recommendations.
