Report of Regents Adult Career and Continuing Education Services (ACCES) Committee to The Board of Regents

Your Adult Career and Continuing Education Services (ACCES) Committee held its scheduled meeting on April 10, 2018.  All members were present, with the exception of Regent Reyes and Regent Tilles, who were excused.

MATTERS NOT REQUIRING BOARD ACTION

Proposed Amendment of Part 126 of the Regulations of the Commissioner of Education Relating to the Operation of Licensed Private Career Schools – Your committee discussed amending Part 126 of the Commissioner’s regulations to: add a new section, 126.10(k), to implement Education Law 5001(4)(f)(3) to establish alternative licensing procedures for non-profit licensed career schools that are exempt from taxations and whose programs are funded exclusively through donations; amend section 126.6 to make a technical correction to allow for electronic submissions due to technological advancements since the statute was originally enacted; and, amend section 126.7 to make a technical correction to allow a licensed private career school to include as part of its enrollment agreement the ability to withhold a diploma, certificate, or other document evidencing satisfactory program or course completion.  The proposed amendment will be presented to the Board of Regents for permanent adoption at the July 2018 meeting, and will become effective as a permanent rule on August 1, 2018.
