Overview of Teacher Certification Standard Setting. Your Committees received an update on the implementation of new, more rigorous certification assessments. Staff described the standard setting process for the Educating All Students Test, the Academic Literacy Skills Test, and the School Building Leader assessment. Staff also discussed the charge of the NYS educator panels.

Action Items
Bramson Ort College – Renewal of Accreditation. Your Committee recommends that the Board of Regents take the following accreditation action regarding Bramson ORT College: Probationary accreditation for a period of two (2) years, including distance education, with quarterly progress reports submitted to the State Education Department and a return peer review visit after one (1) year demonstrating significant steps to remedy the findings of non-compliance and ensuring that all standards for accreditation are satisfied within the two (2) year probationary period.
MOTION FOR ACTION BY FULL BOARD
Madam Chancellor and Colleagues: Your Higher Education Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee’s deliberations at its meeting on December 17, 2013, copies of which have been distributed to each member of the Board of Regents.
Other matters not requiring action:
Career and Technical Education and Transitional Regulatory Options. During the November 2013 Board meeting, there was a joint meeting of the P-12, Higher Education and ACCES Committees during which the Department reviewed issues around the demand for certified career and technical education teachers. Department staff are proposing the following recommended changes to the pathway for CTE teachers. 1) Expand the use of a Transitional A certificate to the Technical Subjects (Mechanical Technology 7-12, Electrical-Electronic Technology 7-12 and Computer Technology 7-12,) and the Family and Consumer Science CTE subjects (Food and Nutrition, Textile and Design, Human Services and Family studies) . The requirement for the Transitional A would be an associate’s degree, two years of satisfactory experience in the CTE area, workshops and fingerprint clearance, and 2) Allow for two years of postsecondary satisfactory teaching experience as a professor in the CTE certificate area to be taught in place of two years of experience in the CTE area. It is anticipated that the proposed amendment will come before the full Board for adoption as a permanent rule at the March 2014 Regents meeting. If adopted at the March Regents meeting, the proposed amendment will become effective on March 26, 2014.
