REGENTS COMMITTEE ON CULTURAL EDUCATION

Regent Roger Tilles, Chair of the Cultural Education Committee, submitted the following written report.

Your Committee on Cultural Education Committee had its scheduled meeting on September 13, 2010.

In attendance were: Regents Tilles, Brooks-Hopkins, Dawson, Bendit, Rosa

Absent:  None.

In addition to CE Committee Members, in attendance were:  Chancellor Tisch, Vice-Chancellor Cofield, Regents Cohen and Norwood and Commissioner Steiner.

ITEMS FOR DISCUSSION

Opening Remarks: Regent Tilles requested Regent Dawson to present a proclamation to retiring State Geologist, Dr. William Kelly in recognition and with deep appreciation for twenty-nine years of distinguished service and leadership given to the geological and education community of New York State.

Chair’s Remarks: Regent Tilles welcomed everyone, noting the attendance of Peter Wexler and William Josephson, who are visiting the State Museum and State Archives.  Regent Tilles opened the meeting with brief comments on his vision for the role of the Cultural Education Committee in expanding the relationship of the committee to be more inclusive of arts education programs. 

Deputy’s Report: Deputy Commissioner Jeffrey Cannell greeted everyone and briefly spoke about the Deputy’s OCE Monthly Report that was distributed at the meeting.  Mr. Cannell continued his report providing:

• a status report regarding the progress made regarding Saturday Hours at the NYS Library.   As currently planned, the State Archives and State Library will be open on Saturday, October 16 for the first time since the early 1970’s.
• information regarding the current status of the Governor’s Records Bill, which is currently under consideration by the executive.  Chris Ward, State Archivist, briefly commented on the status of the bill.

CE (A) 1 – Amendment of Regents Rule §3.27, Relating to Museum Collections Management Policies

Regent Tilles suggested that the proposed amendment would not be a significant improvement of the existing rules and that it would be more appropriate to maintain the existing language.   After significant discussion, the following motion was made:

Motion to postpone indefinitely action on item CE (A) 1

Motion by:        Regent  Bendit

Seconded by:   Regent Brooks-Hopkins

Action:             Voting in favor: Regents Bendit, Brooks-Hopkins, Tilles.  Abstaining: Regents Dawson and Rosa.  Motion carried.

CE (D) 1 – Sources of Revenue for Office of Cultural Education (OCE) Operations

This item was not considered due to time constraints.  It will be discussed at the October committee meeting.

CE (D) 2 –Proposed Regulation and Assessment Relating to Reference and Research Library Resources Systems

Maribeth Krupczak, Library Development Specialist, provided brief background information and presented the proposed changes to CR 90.5 including "terms" for discussion at today’s meeting and formal consideration at the October committee meeting.

CE (D) 3 –Proposal to Establish a Regents Advisory Committee on Museums

The committee discussed briefly a proposal to establish a Regents Advisory Committee on Museums.  The Cultural Education Committee directed staff to develop a proposed charge for a Committee on Museums and recommend membership to the committee.  This recommendation will be presented at an upcoming committee meeting.  Staff were further directed to ensure a balance of geographic location, institution size and type of collection.  Chancellor Tisch requested that she be involved in the discussions.  Regent Dawson suggested that the group discuss the inclusion of institutions that are charted by the State Legislature.
