SUMMARY:
The University of Pennsylvania seeks Regents permission to operate in New York State to place students from its Master of Science in Nursing (M.S.N.) program in health agencies in New York for supervised clinical experiences. Section 6908 of Education Law exempts from licensure students who provide nursing services while enrolled in educational programs that the Department has registered.
The University of Pennsylvania�s permission to operate in New York State would cover placement of 2 to 4 students each semester at Memorial Sloan Kettering Cancer Center, New York � Presbyterian Hospital and New York University Medical Center. Because of the limited nature of the University�s authorization to operate in New York State, it should have no effect on New York institutions.
The Office of the Professions has determined that the University of Pennsylvania�s Master of Science in Nursing program meets the standards for registration set forth in the Regulations of the Commissioner of Education.
It is recommended that the Regents take the following action:
Voted, that the University of Pennsylvania, Philadelphia, Pennsylvania is authorized, effective July 18, 2003, to use clinical agencies in New York State for clinical education of students in its Master of Science in Nursing (M.S.N.) program, during a period beginning immediately and ending July 31, 2008.
