Report of Regents Professional Practice Committee to The Board of Regents

Regent Norwood, Co-Chair, Regent Cottrell, Co-Chair, Regent Cea, Regent Collins, Regent Reyes, Regent Wills, Regent Catania, Regent Hale, Regent Pratts, and Regent Mannion.

The Professional Practice Committee held its scheduled meeting on October 8, 2024. All members were present except for Regent Wade S. Norwood, Regent James E. Cottrell, and Regent Catherine Collins, who were excused. Regent Adrian I. Hale participated by video conference. Chancellor Lester W. Young, Jr. also attended the meeting and voted as an ex-officio member. Regent Susan W. Mittler, and Regent Shino Tanikawa, also attended the meeting, but did not vote on any action. 

ACTION ITEMS

Professional Discipline Cases [PCC EXS (A) 2 – 3; 7]

The Committee recommends, upon the recommendation of the Committee on the Professions, that 41 consent order applications and 10 surrender applications be granted, and further recommends that 1 summary suspension application be granted.

These recommendations are made following the review of 52 cases involving seven certified public accountants, seven licensed practical nurses, seven registered professional nurses, four professional engineers, four veterinarians, three licensed practical nurses who are also registered professional nurses, two dentists, two licensed clinical social workers who are also licensed master social workers, two accountancy domestic limited liability partnership, one dental professional corporation, one licensed clinical social work service professional corporation, one licensed clinical social worker, one licensed master social worker, one licensed mental health counselor, one massage therapist, one pharmacist, one physical therapist, and one veterinary technician.

Restorations [PPC EXS (A) 4 – 6]

The Committee recommends that the application of Norddine Abbour for the restoration of his license to practice as a Massage Therapist in New York State be denied.

The Committee recommends that the application of Vladimir Kirkorov for the restoration of his license to practice as a Physician in New York State be denied.

The Committee recommends that the application of Diana Williamson for the restoration of her license to practice as a Physician in New York State be denied.

MOTION FOR ACTION BY FULL BOARD

The Professional Practice Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee's deliberations at its meeting on October 8, 2024, copies of which have been distributed to each Regent.

MATTERS NOT REQUIRING BOARD ACTION

Proposed Amendment of Sections 3.47 and 3.50 of the Rules of the Board of Regents Relating to the Authorization of Degrees: Adding the Doctor of Acupuncture (D.Ac.) Degree as a Registered Degree in New York State [PPC D (1)] – Department staff presented a proposed amendment to section 3.47 of the Commissioner’s Regulations to permit the awarding of the Doctor of Acupuncture Degree, which leads to licensure in acupuncture.

Assistant Commissioner Owen Donovan reviewed the items on the Consent Agenda.
