Report of Regents P-12 Education Committee to The Board of Regents

Regents Committee on P-12 Education Members 
Vice Chancellor Chin, Chair, Regent Tilles, Regent Cea, Regent Norwood, Regent Cottrell, Regent Wills, Regent Ferrer, Regent Tanikawa, Regent Catania, and Regent Rivera.

The P-12 Education Committee held its scheduled meeting on October 7, 2024. All members were present except for Regent Wade S. Norwood and Regent James E. Cottrell who were excused. Regent Seema Rivera participated by videoconference. Chancellor Lester W. Young, Jr., Regent Luis O. Reyes, Regent Susan W. Mittler, Regent Adrian I. Hale, Regent Hasoni L. Pratts, and Regent Patrick A. Mannion also attended the meeting but did not vote on the action item.

MATTERS NOT REQUIRING BOARD ACTION

Proposed Addition of Part 124 and Subpart 124-1 to Subchapter E of the Regulations of the Commissioner of Education Relating to District Superintendents [P12 (D) 1] - Department staff presented a proposed regulatory amendment that describes and clarifies the roles, responsibilities, and employment conditions of District Superintendents.

Reimagining Accountability - Department staff presented proposed changes to the ESSA Accountability System for the 2025-2026 school year using 2024-2025 data. The proposed changes honor commitments the Department made to make districts aware of the plan for a system prior to the start of a school year, restore indicators paused due to data disruptions caused by the COVID-19 pandemic, and prepare for an opportunity to reimagine the system.
