Executive Summary

 

Issue for Decision

              Will the Board of Regents approve my appointment of Frank Munoz to the position of Deputy Commissioner for the Professions?

             

Reasons for Consideration

 

              Frank Munoz is currently serving as Associate Commissioner for the Professions.  Mr. Munoz has served in that position since February 2007.  Prior to that, he served as Executive Director for Professional Responsibility, supervising staff charged with responsibility for investigation, prosecution, and administrative adjudication of discipline cases for all of the 48 professions licensed by the Board of Regents.  He has supervisory responsibility for the coordination of professional practice, the legal/policy interpretation of legislation, regulations, professional standards, and scope of practice for the professions.  He coordinates legal, policy, and administrative direction of Executive Secretaries of the State Boards and staff in twelve offices with responsibility for 30 professional boards and committees with the oversight of 48 professions with oversight over the license and practice of over 700,000 professional licensees.

Proposed Handling

              The Board of Regents will review Mr. Munoz’s credentials and experience in Executive Session on December 15, 2009.

             

Recommendation

              I recommend that you take the following action.

              VOTED, that the Board of Regents approve the appointment of Frank Munoz to the position of Deputy Commissioner for the Professions effective December 15, 2009.
