This question will come before the Higher Education and Professional Practice Committee at its October 2007 meeting where it will be voted on and action taken. It will then come before the full Board at its October 2007 meeting for final action.
Procedural History
Terms for members of the State Professional Standards and Practices Board for Teaching are set forth in Regents Rule 3.14. The Board of Regents appoints members to four-year terms, with the exception of the teacher education student member, who is appointed to a two-year term. Board co-chairs are appointed for two-year terms.
In August 2007, a higher education member resigned from the Board. The individual named below is recommended for appointment to fill the unexpired term of this member.

Stephen Uebbing is recommended for appointment as a new member in the category of higher education representative. Brief biographical information on Dr. Uebbing and a list of the current Board membership are attached.
Recommendation
It is recommended that the Board of Regents approve the following appointment to the State Professional Standards and Practices Board for Teaching: Stephen J. Uebbing (higher education) appointed to fill an unexpired term, beginning October 23, 2007 and ending June 30, 2009.
Timetable for Implementation
The new member’s term will begin immediately upon appointment.

Stephen J. Uebbing is an associate professor in the Warner Graduate School of Education and Human Development at the University of Rochester. Prior to his appointment in 2006, Dr. Uebbing had served as superintendent of the Canandaigua City School District for eighteen years. During his tenure there, Canandaigua Academy was named a national Blue Ribbon School of Excellence. His past administrative experience also includes serving as principal and superintendent of the Fort Plain Central School District. Dr. Uebbing has a total of 34 years of teaching experience, having begun his career as a social studies teacher in the Letchworth Central School District.
Dr. Uebbing was a long-time member of the New York State Council of School Superintendents, serving on its executive committee; the Association of Supervision and Curriculum Development; and the American Association of School Administrators. In 1999, he was named New York State Superintendent of the Year. Dr. Uebbing is a frequent presenter on the New York State Code of Ethics for Educators and is participating in the development of the examination for school building leaders, as part of the New York State Teacher Certification Examination (NYSTCE) Program. He is also active in civic organizations, including serving as trustee of the Rochester Museum and Science Center and as a member of the Canandaigua Rotary Club.
Dr. Uebbing has a B.A. in political science and an M.S. in Education from the State University of New York College at Geneseo, and an Ed.D. from the University of Buffalo.
