Proposed Handling
This question will come before the Higher Education and Professional Practice Committee at its July 2007 meeting where it will be voted on and action taken. It will then come before the full Board at its July 2007 meeting for final action.
Procedural History
At its September 2003 meeting, the Board of Regents granted Augustana College permission to offer a three-credit course on "Life Space Crisis Intervention" in New York State. The institution has requested a renewal of that permission.
Background Information
In 2003, Augustana College in Sioux Falls, South Dakota requested and received permission to offer a three-credit graduate course in New York State, Crisis Intervention with Youth. Developed by the Life Space Crisis Intervention Institute of Hagerstown, Maryland in collaboration with the College, the course focuses on Life Space Crisis Intervention (LSCI). LSCI is described as an advanced, interactive therapeutic strategy for turning crisis situations into learning opportunities for children and youth with chronic patterns of self-defeating behaviors. This non-physical intervention program uses a multi-theoretical approach to behavior management and problem solving, and it provides professionals with 27 specific competencies that enable them to move beyond a narrow focus of containment, coercion and control to interventions that help students develop responsible, pro-social values and behavior. The approach is designed to be applicable to troubled and at risk students in residential and day treatment, special education, alternative schools, public school guidance and inclusion programs, and in mental health and juvenile justice programs.
Course objectives, standards, and content have not changed since the original permission was granted. The course fulfills a requirement of the College’s special education master’s degree program, and it has been approved by the graduate faculty of the College for psychology credit as well. The College is accredited by the North Central Association of Colleges and Schools, and its education programs are accredited by the National Council for Accreditation of Teacher Education. In addition, successful completion of the course leads to advanced LSCI certification from the Life Space Crisis Intervention Institute.
Recommendation
It is recommended that the Board of Regents renew the permission of Augustana College to offer its three-credit course, Crisis Intervention with Youth, in New York State, effective October 1, 2006, for a period ending July 31, 2012.
