SUMMARY:
Attached for action is a proposed amendment to paragraph (4) of subdivision (c) of section 3.47 and paragraph (29) of subdivision (b) of section 3.50 of the Rules of the Board of Regents, relating to the authorization of degrees. Supporting materials for the proposed amendment are available on request from the Secretary to the Board of Regents.
The purpose of the proposed amendment is to authorize the conferral in New York State of the degree, Bachelor of Social Work (B.S.W.), for completion of a baccalaureate program in social work. The proposed amendment arose from a request by Adelphi University to confer this degree. The degree is commonly used in other states, and the amendment will benefit students in New York by affording them the opportunity to earn a baccalaureate degree that is specific to the field of social work. The State Board for Social Work supports the authorization of this new degree title. In addition, both the New York State Social Work Education Association and the New York State Association of Deans of Social Work Schools support the amendment.
The proposed amendment was discussed at the March 2003 meeting of the Board of Regents. A Notice of Proposed Rule Making concerning the proposed amendment was published in the State Register on February 12, 2003.
I recommend that the Regents take the following action:
VOTED: That paragraph (4) of subdivision (c) of section 3.47 and paragraph (29) of subdivision (b) of section 3.50 of the Rules of the Board of Regents be amended, as submitted, effective May 22, 2003.

AMENDMENT TO THE RULES OF THE BOARD OF REGENTS
Pursuant to sections 207, 210, 218, and 224 of the Education Law.
1. Paragraph (4) of subdivision (c) of section 3.47 of the Rules of the Board of Regents is amended, effective May 22, 2003, as follows:
(4) One quarter of the work for the following specialized degrees shall be in the liberal arts and sciences:
