SUMMARY:
In July, you discussed the context for your 2004-05 State Aid proposal and provided guidance to staff on developing the proposal throughout the process. To continue the discussion of plans for your 2004-05 State Aid proposal, I provide you with the following information:
- Discussion materials on Regents proposals and legislative action over the past five years as a way of assessing progress in meeting Regents goals (Attachment A);
- A proposed draft introduction to your proposal for school year 2004-05, recasting the proposal as the first of a five-year proposal and updating data in presentations on the resource and achievement gap (Attachment B);
- A discussion paper titled An Exploratory Study of the Relationships Among Student Need, Expenditures and Academic Performance (Attachment C);

- An invitation to the Board of Regents and other interested persons to attend a public forum on the release of two studies on the condition of New York schools conducted by the Education Finance Research Consortium (Attachment D); and
- A schedule of reports planned for the development of this year�s proposal (Attachment E).
I propose that our meeting time be devoted to assessing progress in meeting Regents goals (Attachment A) and the discussion paper on pupil need (Attachment C).
