Adoption of New Linkage Rules and an Enhanced Growth Model for Annual Professional Performance Reviews (APPRs)

Your Committees recommend that the Board of Regents approve the linkage rules, the addition of student growth measures for principals in schools with grades 9-12 and an enhanced growth model for APPRs conducted in the 2012-2013 and 2013-2014 school years, all as described in the item;

Safe Schools Update – The Committee was updated on the work of the Safe Schools Task Force.  The Task Force met on May 8 and discussed strong progress made in three school districts in creating a safe and health school climate.  Following that discussion, four workgroups were identified to move this important agenda forward:

Teacher Supply and Demand Reports. Your Committees discussed the Teacher Supply and Demand Reports developed in partnership with the Harvard Strategic Data Project. The data provides useful information for SED, teacher and principal preparation programs, candidates, P12 schools/districts and the public.

Committee on Preschool Special Education

Your Committee recommends that subparagraph (v) of paragraph (2) of subdivision (a) of section 200.3 and subparagraphs (iv) and (v) of paragraph (2) of subdivision (c) of section 200.5 of the Regulations of the Commissioner of Education relating to the Additional Parent Member of a Committee on Preschool Special Education, be amended as submitted, effective December 4, 2013.  [P-12 (A) 1]

Regent Roger Tilles, Chair of the Cultural Education Committee, submitted the following written report. Your Committee on Cultural Education Committee had its scheduled meeting on November 19, 2013.

In attendance were committee members: Regents Tilles, Dawson, Bendit, Rosa Cea, Jackson and Brown. Absent:  Regent Cottrell

In addition to CE Committee Members, in attendance were: Chancellor Tisch, Vice Chancellor Bottar Regents Cashin, Young, Norgrove, Chapey, and Tallon as well as Commissioner King and Executive Deputy Commissioner Berlin.

Overview of Teacher Certification Standard Setting. Your Committees received an update on the implementation of new, more rigorous certification assessments. Staff described the standard setting process for the Educating All Students Test, the Academic Literacy Skills Test, and the School Building Leader assessment. Staff also discussed the charge of the NYS educator panels.
